About PWA:

Public Works Advisory (PWA) is part of the Department of Regional NSW. PWA supports local and state government agencies to deliver critical infrastructure initiatives by providing expert advisory, planning, delivery, and support services. We bridge the gap between the government and the private sector, helping clients to maximise value, optimise costs and manage risks in their infrastructure programs and the lifecycle management of their assets. These services are built on a solid foundation of more than 160 years of effective delivery and management of critical infrastructure projects for the State of NSW.

We continue to support the delivery of projects in Regional NSW. With more than 350 dedicated people across our network of 17 offices, we can quickly and efficiently take on new projects and offer the skills and resources to support project delivery. We have specialist teams with expertise in the infrastructure lifecycle management, including water and wastewater, roads and bridges, rivers and stormwater and building projects.


About the role:

The Finance Manager/Business Analyst is responsible for the delivery of comprehensive and complex budgeting, financial analysis and reporting of the commercial business position and projection to inform senior management of financial risks and recommending corrective strategies and financial improvement opportunities with wide ranging implications.  The Finance Manager/Business Analyst is also responsible for the billing of client projects and the resulting accounts receivable requirement.

  • Prepare operating plan, revenue and expenditure reports, and budget forecasts; and provide in depth analysis and commentary on the consequences of each.
  • Monitor client project and business unit expenditure and revenues. 
  • Carry out client billing and manage accounts receivable to maximise the business unit’s cash flow.
  • Analyse financial performance, including comparisons against budgets and prescribed performance measures and identifying areas of concern, then establishing and agreeing on actions to resolve problems.
  • Provide financial analysis, monitoring and business recommendations by provision of standard and prescribed financial reports, exception reports and other ad-hoc reports.
  • Prepare Year-End financial accounts including all reconciliations and reports required by the Auditors for the business unit.
  • Maintain productive business relationships with stakeholders, including shared service providers.
  • Maintain current knowledge of Australian Accounting Standards and public sector legislation relating to accounting and financial management such as relevant sections of the Treasurer’s Directions and the Public Finance and Audit Act 1983 and operate within policy/accountability frameworks set by the Department.


What are we looking for:

  • Degree in Accounting or in a related discipline and/or relevant level of experience and full membership to a recognised professional accounting body.
  • The FM is expected to provide strategic management accounting advice to senior stakeholders in the business.
  • Define and implement data analytics and dashboard visualisations in applications such as Power BI and Tableau that tell insightful stories and identify opportunities for the business, effectively communicating this to the Executive.
  • Proactive leadership role and accountability for debtor management and discussions with DRNSW and Treasury Finance teams on behalf of PWA.
  • Experience in developing and providing expert financial forward planning advice using complex financial analysis and data modelling to support corporate initiatives to enable the Executive to make informed decisions.
  • Managing the provision of accurate and timely advice and reports whilst maintaining compliance and consistency with departmental policy and procedures, legislative requirements (including Public Finance and Audit Act/Auditor-General) and Australian Accounting Standards.
  • Analyse information from a variety of sources to develop and provide accurate financial and business reports, performance reports and information to staff, clients, senior management, and external agencies.
  • Advanced and super user on MS Excel skills including the use of advanced financial reporting functions and excel modelling including Power BI reporting.
  • Have well developed collaboration skills, particularly working in a small multi-functional team.
  • Have solid people management experience (including remote management), preferably within the Public Sector.
  • Experience in working in a construction/design business with commercial delivery framework and with multiple revenue streams and service lines – highly desirable.
  • Lead and direct staff, projects or programs to achieve operational outcomes within the assigned business unit by working closely with the finance and non-financial background staff and other business unit finance teams and supports the Senior Operations Manager in undertaking performance management and review of staff within the unit.

Salary Grade 9/10 maximum salary package, commensurate with skills and experience, up to $135.630 package includes base salary [$110,745 – $122,037], leave loading and employer’s contribution to superannuation.
